Being a decent sniper is something sought after for many players across the Call of Duty Series. I know, I've been user the sniping is the very first modern warfare. It takes a while to acquire the skill set, but with these tips its going to put you on the right track.
What Perks should I use?
The right perk selection is paramount to make your sniping the most effective. Modern Warfare 3 introduces some brand-new ones to the series, as seen here. The most effective ones for you differentiates between about two different loadouts.
Sleight of Hand
Quickdraw
Marksman
With this perk selection you are now able to quick-scope, and for targets at longer distances you will actually be able to paint them on the mini-map which also makes you take on the role as a support player. Also experiment with your own perk selection as some of these may not suit your style if your trying to achieve something different all together.

Extreme Conditioning
Assassin
Dead Silence
This loadout allows you to quickly reach good sniping positions along the map and when the enemy calls in UAVs, you go undetected. Enemies will also not be able to hear your footsteps.
Selection of each loadout depends on what style of sniper you wish to become, the more rushier-type sniper who relies more on quick-scopes at short distances for the one shot kill, or the sniper who sits back and picks off enemies while remaining undetected. Experiment around with each one and choose one that better suits what your trying to achieve as a sniper.
Which Sniper do I choose?
Your choice of rifle depends on where your skill level is at. If your just beginning, you will fare better with the Barret .50 Cal as you can shoot bullets in succession if you happen to miss. For more seasoned players, your choice should be the first available bolt-action which gives us older players a better feel for the game. More choices open up as your level progresses, but stick with that basic layout on choosing your weapon.
What equipment Should I use?
There are two types of equipment available to you, lethal and tactical. For your lethal selection, your going to want to focus on either the claymore or bouncing betties. They are both anti-personnel mines that are used to protect your blind side. Choice is personal preference, betties being mine.
The next type of equipment is tactical. If you wish not to use stun or flashbang grenades, the only other type of equipment that suited for sniping is the portable radar. These are very useful because in the area it covers it acts as a mini-uav, alerting to you any enemies attempting to out-flank you.
Tips for QuickScoping
Quickscoping was very useful in Modern Warfare 2 as it is now in Modern Warfare 3. The basics behind it is being able to shoot an accurate sniper shot very quickly. My technique for achieving maximum accuracy in the shortest amount of time is to:
Acquire Your target
As you are pressing your button to bring up the scope, take your thumb off the left analog stick which stops your character and increases accuracy.
As soon as the scope covers the whole screen, fire.
Repeat until you kill him.
Another tip for beginners is to bring up your scope, and place a wet a small piece of paper to place directly in the middle of your television screen. Now as you find your targets line them up with this dot and you will find you will be able to hit more often. After a couple of days of training to line them up for the middle of screen, you can remove this and still have the same effects as you have trained your mind to automatically do this.
Tips for Long-Range Sniping
Long range sniping is one of the hardest things to do in any Modern Warfare. The basics behind is lining up a small-size enemy on your screen and firing, hoping for the best. There are things you can do to increase your accuracy, however. First of all, always use your breathe. This is going to stabilize the scope and enable you to find your target easier. The second is anticipation. Usually at long distances your best bet is judge where your target is going, and go ahead and place your scope there. As soon as they cross your crosshairs, then you fire. I hit more often with this technique because if your constantly trying to track your target, they randomly change directions leaving you with a miss.
Killstreaks to Use
With the new revamped killstreak system, snipers are left with a lot of opportunities of what they can do. The one that seems most attractive to most players the assault package which gives you the big, hard hitting killstreaks we all enjoy using. But, as a sniper the support package may be more appealing, especially if you a just learning. With the support package you don't lose your streak if you are killed, it just keeps going until you've earned all your killstreaks. Another benefit to using the support package is your helping your team out, but you can also earn UAVs and sentry guns. Both of those are most useful because you can protect your flanks, and also anticipate where the enemy is coming from to rack up a big kdr.
